THE CARTOON THAT SHOOK THE PARLIAMENT
Tribune
editorial ‘Ambedkar Cartoon row rocks Parliament’
(May 14) – Cartoons have a special importance in
the field of Journalism. One simple look at it brings
to the mind of the reader so many meanings, hidden or
express, associated with the event depicted that a write
- up loaded with tough and difficult words may not do.
The cartoon more often than not by its comic appearance
has the magic to tickle the funny bone and create a little
humour also. At the same time, the possibility of it creating
trouble and anger among people can also not be excluded.
That of course depends upon the bonafides of the person
wielding the pen.
The
cartoon on Baba Sahib Dr. Ambedkar included in the class
xi school text books has virtually shaken both the houses
of Parliament, the hon’ble members cutting across
party lines baying for the blood of those presumably responsible
for insulting Baba Sahib. The anger expressed by the Parliamentarians
and others may not be purely for selfish reasons nor will
it be proper for anyone to say that the people in those
days when the cartoon in question was drawn and published
in 1949 were more tolerant and democratic than the ones
making noise now over it.
The
fact of the matter is that the Constitution – making
business under the stewardship of Dr. Ambedkar at that
time was just in progress which in the opinion of some
critics was moving at a snail’s pace. And Shankar
Pillay, the renowned cartoonist of the day was quick enough
to artfully put that feeling in the form of the cartoon.
It was not objected to by anyone or Dr. Ambedkar himself
who must have seen it for the simple reason that it was
just a comment of a passing nature expressed in a lighter
vein. Seen in that light, it was not fair by any means
for the NCERT committee to make it a permanent piece of
history to be taught to the young impressionable minds
through the school text books that was sure to stick on
their minds forever.
Now to form a fair judgment if Baba Sahib was really guilty of the implied charge of not piloting the Constitution speedily enough, one has to go into the history of the Constitution – making itself. For that, there cannot be a more reliable and authentic document than the speech that Ambedkar delivered on 25th November 1949 in the Constituent Assembly.

For that, there cannot be a more reliable and authentic document than the speech that Ambedkar delivered on 25th November 1949 in the Constituent Assembly.
This
speech read together with the speeches of the several
Assembly members especially the chairman Dr. Rajendra
Parsad and T.T. Krishnam Acharaya leaves not even an iota
of doubt that in the given circumstances, the enormity
of the task and the formidable odds facing the Drafting
Committee, it was virtually an unbelievable feat for Dr.
Ambedkar to have completed the work within the shortest
possible time. Speaking of the excellent performance of
Dr. Ambedkar, Dr. Rajendra Parsad had then said on the
floor of the house “He (Dr. Ambedkar) has not only
justified his selection but has addedlustre to the work
that he has done.” It would be thus not only a perversity
of the facts of history but a great injustice to the memory
of such a great man by perpetuating wrong impression about
his work and personality through such books. Posted

‘Shudra- The Rising’ is the first feature film
‘Shudra- The Rising’ is the first
feature film on the menace of caste discrimination.
The maker of the film has taken a great risk to
expose the harsh realities of hidden apartheid
in India. He must be congratulated for this venture.
Initially this film was cleared from the Censor
Board but some of the organisations in India objected
to its screening. Now the Censor Board is playing
in the hands of these organisations. So its screening
has been postponed twice. We must support the
film maker and ask for its early release so that
everybody is able to see clear picture of our
dark history. I would like to request your readers
to act as requested by the film maker. Mr. Sanjiv
Jaiswal and send EMS and also spread this message
to their contacts.

Ambedkar cartoon row: Mayawati threatens to stall Parliament
http://daily.bhaskar.com/article/NAT-TOP-ambedkar-cartoon-row-mayawati-threatens-to-stall-parliament-3250403.html?LHS-
New Delhi: The issue of publication of a cartoon of BR Ambedkar in an NCERT book threatened to snowball into a crisis with BSP Chief Mayawati on Friday declaring she will not allow Parliament to function if action was not taken those responsible for the act within three days.
"This is an insult on Indian democracy. The government should intervene and take strong action against those, who are involved in this. If it failed to do so, we will wait for two to three days or else our party will not allow the House to run," Mayawati told reporters outside Parliament.
HRD Ministry later said that the government has ordered removal of the cartoon from the NCERT textbooks.
Members of her party forced adjournments in both the Lok Sabha and the Rajya Sabha over the issue and disallowed HRD Minister Kapil Sibal from making a statement.
LJP chief Ram Vilas Paswan also slammed the publication as "highly deplorable".
He said that those who have made this kind of cartoon and also those who endorsed it should not only be suspended but should be booked under the SC/ST act.
Wondering how can such objectionable material creep into NCERT books, a visibly angry Paswan said, "NCERT should be closed down."

Maharashtra govt to ban book on Gandhi
The reports also said Gandhi had been called a racist in the book.
Quoting newspaper reports, Thakre said, "According to the reports, the book has raised doubts over Gandhi’s character, which is a serious issue. He was the father of the nation who gave the message of ahimsa (non-violence) to the world. I strongly protest the language used by him (the author) and such literature should not be allowed to be published."
Making a statement on behalf of the government, Industries minister Narayan Rane said, "The references made by the American author are not acceptable and the state will initiate steps to see that the book does not get published in Maharashtra. We will also request the central government to initiate steps to ban the book that maligns Mahatma Gandhi’s image."
Legislative council chairman Shivajirao Deshmukh who requested Rane to take a decision on the issue on behalf of the government said that he would ensure that the state took appropriate steps to make sure the book was banned.
Meanwhile, talking to the media in Pune, union law minister Veerappa Moily said that the central government would look into prohibiting the book. "Information in the book was baseless and on the here-say. It was degenerating to the national pride and national leadership. It was printed without any basis," he said.
When pointed out that Maharashtra government had already announced ban on the book, Moily replied, "We will certainly look into it. We will look into prohibit the book".

Keshav Shankar Pilla (born in Kerala): The man behind 'Ambedkar-Nehru cartoon'
New Delhi: The NCERT (National Council Of Educational Research And Training) school textbook cartoon of Dr BR Ambedkar and Pandit Jawahar Lal Nehru which created a furore in parliament was sketched by renowned cartoonist Keshav Shankar Pillai, popularly known as Shankar.
Shankar sketched the said cartoon in the 1950s while the Constitution of India was being framed.
Shankar (31 July 1902-26 December 1989) was born in Kayamkulam, Kerala, considered as the father of political cartooning in India, founded the publishing house, Children's Book Trust, in 1957.
He made number of cartoons for newspapers and magazine, in addition with his magazine, Shankar’s Weekly.
The government of India honoured him with Padma Shri in 1956, Padma Bhushan in 1966 and Padma Vibhushan in 1976. In his honour, the Government of India released two postal stamps 1991.
He is remembered for setting up Children's Book Trust established in 1957 and Shankar's International Dolls Museum in 1965.
Shankar's wife name was Thankam. He had two sons and three daughters. He also published an autobiographical work, 'Life with my Grandfather', 1953.
Noteworthy, the said cartoon shows Ambedkar seated on a snail with 'Constitution' written on it and Jawaharlal Nehru, whipping the snail with crowd in the background.
Book suggests Gandhi was racist, bisexual
The book quotes from Gandhi’s letter to Kallenbach: “Your portrait (the only one) stands on my mantelpiece in my bedroom” and this mantelpiece “is opposite to the bed.” According to Lelyveld, cotton wool and Vaseline were “a constant reminder” of Kallenbach for Gandhi.
Lelyveld further states that Gandhi nicknamed himself “Upper House” while Kallenbach was “Lower House”, and the Lower House was not supposed to “look lustfully upon any woman.”
“How completely you have taken possession of my body. This is slavery with a vengeance,” the advocate of celibacy wrote to Kallenbach. And the two swore “more love, and yet more love…such love as they hope the world has not yet seen.”
The book, which dwells at length on his work in South Africa, also claims that the Mahatma was racist towards the blacks. “We were then marched off to a prison intended for Kaffirs,” complained Gandhi during a campaign for the rights of Indians in South Africa. “We could understand not being classed with whites, but to be placed on the same level as the Natives seemed too much to put up with. Kaffirs are as a rule uncivilized — the convicts even more so. They are troublesome, very dirty and live like animals.”

A 60-year-old cartoon on BR Ambedkar in a government schoolbook rocked Parliament on Friday

National Council of Educational Research and Training (NCERT) textbook advisers Yogendra Yadav and Suhas Palshikar resigned in protest following the row. The cartoon, sketched in the 1950s by celebrated cartoonist Keshav Shankar Pillai, popularly known as Shankar, depicts Jawaharlal Nehru with a whip in his hand chasing Ambedkar, seated on a snail, urging him to speed up work on the Constitution.
As a fallout of the controversy, activists of a little known outfit, Republican Panther of India, on Saturday ransacked the office of Professor Palshikar. Watch

This is not the first time that the country has reacted strongly on matters involving national icons.
Great Soul; Mahatma Gandhi And His Struggle With India, a book written by Pulitzer prize winner journalist Joseph Lelyveld, created a chaos last year, resulting in it being banned in Maharashtra and Gujarat.
The book sparked off controversy as it quoted correspondence between Mahatma and body builder and architect Hermann Kallenbach and implied that Mahatma was bisexual.
"The writing is perverse in nature. It has hurt the sentiments of those with capacity for sane and logical thinking," Gujarat chief minister Narendra Modi said.
However, a noted writer on Gandhi, Tridip Suhrud deplored the ban, demanding that it be reconsidered.
“The book does not call Gandhi either racist or suggest bisexuality. It in fact argues against such readings. The decision of banning the book should be reconsidered because it is based not on actual reading of the book but one review,” he said.
Pondering over such controversies, we conducted a poll among our readers asking them if we are too touchy about our national icons.
The results declared that a whooping 83% of respondents thought that India reacted on an over sensitive note to anything involving our national icons.
16% of participants thought nothing was wrong with how Indians reacted to the issue while about 1% could not make a choice.
Similarly in 2009, the Modi government in Gujarat had banned BJP leader Jaswant Singh's book Jinnah: India - Partition - Independence on the ground that it questioned Sardar Patel's role in partition and contained defamatory references regarding Patel while praising Pakistan founder Mohammed Ali Jinnah.
Last month, the mention of the castes of freedom fighters Bhagat Singh and Rajguru in Congress mouthpiece Sandesh turned into a controversy with the BJP attacking the ruling party and accusing it of showing scant respect to the revolutionaries.
The main Opposition said the Congress had never appreciated the role and contribution of the revolutionaries to the freedom struggle.
“It is not an aberration, but it has been a consistent stand of the Congress. It never appreciated the contribution of heroes like Bhagat Singh and Rajguru,” BJP spokesperson Prakash Javadekar said.
The March issue of Sandesh describes Bhagat Singh as a freedom fighter "born in a Jat Sikh family" and Rajguru as one "who belonged to the Deshastha Brahmin community".
